What Each Control Actually Does
The layer people understand best is the programmer, sometimes called the timer. It decides the hours during which heating and hot water may run, and nothing else. It has no idea how warm your house is. The room thermostat, usually in a hallway, measures air temperature and tells the boiler to fire until the target is reached, then stop. That is the control deciding how warm, and it is the one people most often set higher in the mistaken belief the house will heat faster.
The third layer is the thermostatic radiator valve, or TRV, on individual radiators. Inside the head a wax or liquid capsule expands as the air warms and closes the valve down, restricting flow into that radiator. It is a local trim on one room, not a switch. That is why a bedroom set lower stays cooler while the hall thermostat still governs the system, and why a well set up central heating installation uses both together rather than one instead of the other.

The TRV Mistakes We See Most Often
The commonest error is fitting a TRV to the radiator in the same room as the thermostat. The two then compete: the TRV closes down as the room warms, the radiator stops heating, the thermostat never quite reaches target, and the boiler keeps running for the rest of the house. Convention is to leave that radiator without a TRV, or with the head fully open, so the thermostat reads the space accurately.
The second is treating the numbers on a TRV head as degrees. They are relative settings that vary by manufacturer, and turning one to five does not make the radiator hotter than three. It only means the valve stays open until the room is warmer. Radiators run at whatever temperature the boiler sends water out at.
The third is a seized head, very common on valves untouched for years. The pin under the head sticks and the radiator is then permanently on or permanently off whatever the dial says. It is one of the first things an engineer checks when a room will not heat, and often the entire explanation for a cold radiator in a healthy system.
If one room is always too hot and another never warms up, the odds are that nothing is broken. The controls are simply set to argue with each other.

What Zoning Adds
Zoning divides the heating into separately controlled areas, each with its own motorised valve and thermostat. The usual arrangement is upstairs and downstairs, so bedrooms can be cooler than living space and run a different schedule. In a property with a cylinder, the hot water is itself a zone, controlled by the cylinder thermostat and a motorised valve rather than heated whenever the heating is on.
The benefit is simple: you stop heating space you are not using to the temperature of space you are. A single hall thermostat governs the whole house from one point, so every room gets whatever that one location needs. Two zones with two thermostats is far closer to how people live, and Building Regulations Part L expects separate zone control on larger properties and most new installations.
Retrofitting zoning is a real job rather than a control swap, because it means adding motorised valves, rewiring the wiring centre, and sometimes altering pipe runs. It is usually done as part of a boiler installation or a substantial system upgrade, when the system is drained and accessible anyway.

Two points worth adding. A thermostat sitting above a radiator, in direct sun or in a draught reads the wrong temperature and mis-governs the whole house, worth checking before assuming a control has failed. And turning a radiator fully off in an unused room can leave that space cold enough to risk damp, so low beats off. When to Bring in an Engineer
Adjusting a dial or a schedule is yours to do. Beyond that, generally not. Replacing a TRV means isolating and draining part of the system. Changing a thermostat, programmer, zone valve or anything at the wiring centre involves the electrical controls operating the boiler. Do the numbers on a TRV mean degrees?
No. They are relative settings rather than temperatures, and the range each number covers differs between manufacturers. A higher number means the valve stays open until the room is warmer, not that the radiator runs hotter. Radiator temperature is set by the water the boiler sends out, so the TRV only controls how long flow continues.
Why should the room with the thermostat have no TRV?
Because the two would work against each other. As the room warms, the TRV closes the radiator down, the room cools slightly, and the thermostat keeps calling for heat for the whole house while its own room never settles. Leaving that radiator without a TRV, or its head fully open, lets the thermostat govern from an accurate reading.
Will turning the thermostat up heat my house faster?
No. The boiler produces heat at the same rate whatever the thermostat is set to, so the house warms at the pace the radiators and boiler output allow. A higher setting only changes the point at which the boiler stops, which means it runs longer and uses more gas. Set it to the temperature you actually want and let it get there.
Why is one radiator always cold when the others are hot?
The most likely cause is a seized TRV pin, which leaves the valve shut regardless of the dial. Other candidates are trapped air, sludge settled in the bottom of that radiator, or a system that has never been balanced so the nearest radiators take most of the flow. An engineer can identify which of those it is quickly.
Is zoning worth adding to an existing house?
It often is, particularly where upstairs is consistently too warm because a hall thermostat governs it. It is a genuine installation job involving motorised valves and rewiring rather than a control swap, so it is usually done alongside a boiler replacement or wider upgrade when the system is already drained.
Should I turn radiators off completely in unused rooms?
Better to turn them down low than off. A room left unheated for long periods can get cold enough for condensation to form, which risks damp and mould, and a very cold room draws heat from the rooms next to it. A low TRV setting keeps the space above that threshold while using very little energy.
